From the LA ACM SIGGRAPH Chapter By-Laws:
The Vice Chair instigates the planning of the program content and venues for all regular meetings and will assume the duties of the Chair at the Chair's request, absence, or incapacity. The Vice-Chair will be responsible for insuring that business is conducted in accordance with these bylaws.
